That said, the error you are getting is not what I would expect had you been trying the wrong type of key.
I've installed a Windows 2012 Standard Eval on a server with the idea that we'll be able to license it during the 180 day eval period. He is also an Assistant Cub Scout Leader. This helps the community, keeps the forums tidy, and recognises useful contributions. In truth, the server is trying to validate the key over the internet, which of course doesn't work if your server doesn't have a path out. Additional options are not presented when using slmgr.
