When the offense is an unclassified misdemeanor, the offender shall be sentenced pursuant to sections to of the Revised Code, except that the offender shall not be sentenced to a jail term; the offender shall not be sentenced to a community residential sanction pursuant to section of the Revised Code; notwithstanding division A 2 a of section of the Revised Code, the offender may be fined up to one thousand dollars; and, notwithstanding division A 3 of section of the Revised Code, the offender may be ordered pursuant to division C of that section to serve a term of community service of up to five hundred hours. The registrar shall prescribe rules as to the manner in which the deputy registrar files and maintains the applications and other records. Upon the conclusion of the examination, the registrar may suspend the license of the person, may permit the licensee to retain the license, or may issue the licensee a restricted license. The fee collected for issuing an identification card under this section, except the fee allowed to the deputy registrar, shall be paid into the state treasury to the credit of the public safety - highway purposes fund created in section of the Revised Code.
